The House Appropriations Committee passed a measure that blocks State Department funding for a nonprofit organization that charges Americans with being “opponents of aid to Ukraine.”

Representative Jim Banks (R-IN) sent a letter to House Appropriations Committee Chairman Tom Cole (R-OK) and Subcommittee Chairman Mario Diaz-Balart (R-FL), calling attention to State Department groups that have partnered with DATA Journalism Agency, a Ukraine-based media outlet, and published a list of U.S. citizens and organizations that are “enemies of Ukraine.”

DATA Journalism Agency is also known as “TEXTY.” The organization was an “implementation partner” of USAID’s Transparency and Accountability in Public Administration and Services (TAPAS) Project, the National Pulse reported.

“According to the report, the individuals on the list ‘oppose supporting Ukraine,’ and many ‘echo key messages of Russian propaganda aimed at depriving Ukrainians of the ability to defend themselves,’” Banks wrote.

“Federal bureaucrats should not support or partner with foreign groups that attempt to intimidate and silence U.S. citizens and lawmakers,” he added. “I am urging the Appropriations Committee majority to support efforts in the Fiscal Year 2025 SFOPS bill to force the State Department and USAID to end all relations with foreign NGOs like TEXTY that seek to silence the speech of Americans they dislike and to sway U.S. policymakers to serve their own interests.”

Senator J.D. Vance (R-OH) and Representative Matt Gaetz (R-FL) also raised concerns about the “enemies list.” The Republicans sent a letter to Secretary of State Anthony Blinken, condemning the list called, “Roller Coaster: From Trumpists to Communists. The forces in the U.S. impeding aid to Ukraine and how they do it.”

“The title of this article oversells the product: it is a substantively thin piece, largely an excuse to smear a large group of Americans who have been skeptical of aid to Ukraine in one form or another,” the letter reads.

The congressmen noted that regardless of “whatever one thinks of American foreign aid or support for Ukraine, all Americans can agree that our tax dollars should not be supporting direct attacks on U.S. persons based upon reasonable political disagreement, and especially not direct attacks on U.S. legislators based solely upon their vote.”

Some of those on the list include Daily Wire personalities, Elon Musk, investigative journalist Laura Loomer, Governor Ron DeSantis (R-FL), Rep. Jim Jordan (R-OH), conservative think tank the Heritage Foundation, Breitbart, as well as hundreds of others names and organizations.

The letters to those appearing on the list read, “I’m writing to inform you that your name appears on a list of individuals and groups ‘in the U.S. impeding aid to Ukraine’ published by a Ukrainian non-governmental organization (NGO) called the Data Journalism Agency (TEXTY), which has worked with the U.S. Department of State and the U.S. Agency for International Development (USAID).”
